Report a translation problem
I just tested San Myshuno apartment and can officially confirm I experienced no issue while testing it out with a sim who visited an apartment and was able to knock. If it really is a bug I do not think it is dlc related. That household you were visiting have you played it before? If yes did you forgot to unlock household before switching to a different household? I have had that problem before at one point of not being able to knock when visiting someone's house, but that was not recent, only because I had the lot locked previously for household members only, and me unlocking a door when switching to the other household helped resolve the issue.
The only problem with this statement is that only people which used mods in the past have this issue. I read from this problem, but every single report always used mods in it and of course if you asked if they removed their mods inclusive delete cache or try it to get in a new vanilla game, SILCENCE. So, I ask you the same start a completely fresh game prefer with a new create Sims 4 Folder (just rename your old) and reply if you still get this issue.
I couldn’t reproduce this issue in a modless game. I test it as first in apartment in San Myshuno, because I was thinking it was an apartment issue. I tried both living in an apartment/house for a while to trigger this. Even banging on door because my neighbor was too loud worked without issue (sexy time + music loud event). If you still get this issue with a new created sims 4 folder inclusive new game(+modless) its maybe trigger because you don’t have a specific DLC (Yes, this shouldn’t happen but happen enough. The mean bug was trigger too because people don’t owned Snowy Escape)
I did play without them when the update first came came out. But they were still installed, just not enabled. And it was a new save. That was the first time I noticed the issue.
I do understand now that it's 99% odds that it's not a game issue. It's a mod issue, and that isn't EAs problem.
