Yes, that is the correct key combination. Along the top of the screen the developer console should show up as a solid white bar with a flashing " | ".

However you can't activate it in every window and screen, the game won't let you. you'll have to figure out how it will let you activate it as i'm not altogether clear on it myself.

When i use it directly in the manage worlds/household window it works as it should but when i try to activate it when transfer of household is active or i'm in the process of choosing a lot to move a household to, the cheat code doesn't work, so i have to go back to the manage household window and activate the console there and type in the cheats i want before moving forward to transfer household or moving lot.

I'm not sure if that is what you meant though?

Try deleting your thumbnail cache. I have experienced this same problem as you at least once where you tried to enter in the cheat, but it did not work. After I deleted my temporary file (which will return back on its own if you delete it) I was able to enable the cheats again as normal.

Y'all I'm confused and y'all seam smart. So on my sims game it says that the pack I'm trying to get is 50% off but when i go to buy it is says to try again later. I have tried to close the sims and reopen it to fix it but nothing is working so if you think you know the solution please tell me.

I cannot help you, but not related to this topic about the cheat menu not working.
