You should look in this thread and begin to read from #4. If nothings help in there post there too, but I would recommend first to try #9.
Might be worth looking up that error code, or switching off your Antivirus for Sims 4.
It was Ransomware blocking an app from running.
Go to Settings - Update & Security - Windows Security - Open Windows Security - Virus & threat protection - Manage Ransomware protection - Block history...
Then look for the SIMS4 .exe file that got blocked and "allow it".
Worked for me.
