However, I don't know if you must be connected in order to play from Steam. Why would this be compulsory only to Steam players?
Steam players are stuck in only online mode.
I tried asking Steam and they blamed EA.
Then closed my ticket down.

As I understand, Steam blames EA and EA blames Steam so it's a no win. Of course, unless we're all born yesterday, we ought to know it's on EA to fix the issue. Playing on offline mode shouldn't even be an issue to start because their broken, bug riddled updates should never be forced upon players. I can't speak for others but it was EA's forced updates that'd forced me to stop purchasing anything further from them.
EA Actually has yet to reply to nearly any of the threads on their forums about Steam users not being able to go into offline mode. They're essentially trying to sweep this under the rug as far as I'm concerned, which means we shouldn't let them. And Steam is almost definitely the one being truthful, otherwise people wouldn't have been able to use Origin to launch games when Steam is in offline mode perfectly fine right up until being forced to switch launchers.
EA really are terrible, never had an opinion about them till I started playing this game. And Steam are coming off as pretty rubbish as well frankly. They should be approaching EA on our (we are Steam's customers after all) behalf instead of just telling us to go approach EA one by one (and get ignored).
Complain to both companies then! The important part is that if you don't voice your problems inside a channel of communication that they tell us to use, they can claim ignorance all they want. Not complaining on their forums (or their chat support, or their feedback option inside the EA App) allows them to easily get away with it without having to reply because they can just say they thought it was a couple stray cases of people doing something wrong.
The trouble is that they DO get away with it because so many millions continue to buy their games, and Sims is among the most popular (don't know if you'd seen the forums on release of Growing Together but players couldn't take a breath). EA knows its consumers and doesn't have to gaf about robbing them, because every zealous Sims fan ticks that agreement pop up.
The only way to force EA to listen is if millions quit buying their games. Players just aren't going to do that en masse.
This was not always the case, but since a while it is now. In Skyrim/Fallout you can skip it because you can both games start with skse/F4se. So normally a smart person allows steam only to update to times which your pc is out because, so all updates are on hold, and you don’t need something as Lexi linked guide. This works not for sims4, because EA APP need to check that the user has a legal copy from all DLC, so both services need to be online. It’s simple a DRM case, and how steam handle it to update their games. So, both providers are to blame.
I don’t know if Lexi linked guide work for Sims4. Try it out with your own risk
