Yes, I am pressing ctrl + shift and then "C".
You should be holding CTRL and SHIFT down at the same time then pressing C.

I tried both approaches.
The other approach was to hold down the shift key, hold down the control key,
and press the C key.
It did not respond.
Resolved!
The cause is that my graphics board is a Radeon.
ctrl+shift+c was registered as a shortcut to switch the camera on and off.
AMD Software -> Settings -> Hotkeys -> Recording Hotkeys -> Camera Switching -> Delete
to successfully start the cheat console.

I know you asked, Ms. Aeleanor. I read all the comments. I wanted to clarify and be absolutely sure. "ctrl + shift then C" could have meant they were pressing the keys separately.
Fixed! Good! I just had an issue with Nvidia's Ansel (screen shot feature) doing that to my games because it activates via a keybind I was pressing. Not sure why it started doing it all of a sudden. I had to use a DOS command to shut the thing off because Nvidia removed the application that controls it in recent updates. :(
