To clear cache in Sims 4, you need to123:
Go to Documents/Electronic Arts/The Sims 4/ on your PC or Mac.
Delete the localthumbscache.package file from this folder.
Enter the cache folder and delete all files that end in .cache, .jpeg, or .dat, but do not delete the folder itself.
Go back to the Sims 4 folder and enter the cachestr folder. Delete all files inside this folder.

You can launch the EA App, click on the 3 lines top left hand corner and repair app or get help
If you right click on Sims 4 in EA app you can manage and repair (this is a slow process)
If you right click on Sims 4 in steam library, then properties, then local files you can verify files to repair

to everyone who have a game that dont start
i did fix my game in this way
1 right click on EA app - pick open fileplace
so that you get down in where the app is
2 find the EA app updater - and run it
wait for it to finish
then it will open on your sceen - login in again
when you have done that - close it
3 start the sims 4 from the sims 4 icon on your sceen
this is what i did to make my sims 4 working again
and it did work for me
i can only hope it works for all that have the same problem

If you have moved the game's folder, or even if you haven't check this anyway:
1. At the very top of the Steam Client window click on Steam > Settings > Downloads and then press the "Steam Library Folders" button.
2. At the top of the window that opens there's a little, round, white, plus sign. Click on the plus sign and then navigate to where your SteamLibrary folder is and apply / ok / submit to set your SteamLibrary folder to the correct directory.

If you have not moved the installation folder I suspect your shortcuts do not have the correct target address.

1. Are you using a desktop shortcut? Don't use a Desktop shortcut. Use the link directly from your Steam Library; either the big, green, "PLAY" button in Large mode or double-click on the game in small mode.
2. If #1 above fails:
- On Windows press WinKey+R simultaneously and type the following in the text field then hit the enter key. Give it a few (5 or 10) minutes for the game to launch the game. It should be but it may not be quick
steam://rungameid/1222670 is what a shortcut target field should have as the address command, it's how shortcuts launch the games. The given address in these suggestions is the correct address to use to launch The Sims 4.
dont use dktop btn use Play btn in libry
there is no "steam library folders " button
As long you don’t touch, you’re the Sims 4 folder in C:\Users\<YourUser>\Documents\Electronic Arts your saves/mods are save.
click the settings gear right across from the play button
click "Properties" and in the new window click "Installed Files"
on the bottom it says "Verify this game's files are installed correctly"
click "Verify integrity of files"
if you're only missing the launch files it shouldn't take anymore than two minutes, and is only a twenty MB fix so you can be back in the game in less than 5 minutes :)
