Report a translation problem
The horse collision is not a bug is a *feature*. I don’t have many issues with this DLC, the only annoying thing is the stupid cow dance. Nightclub? Cowpoke dance! Lounge? Cowpoke dance! Festival? COWPOKE DANCE! I know you will laugh but this pack is surprised stable for a Sims4 DLC.
Second thing about the DLCs I noticed is they are not polished or complete "in a few ways" if we take Back To Work, for example, there are only certain professions and certain shops you can own. It is very limited for what it "Could have been." I find this the second point to wait for a sale because they usually have more hype than content for a $40 price tag.
Understood. All of these DLCs should have someone working on them at a steady rate at least. I know some games with pricey DLCs and every update includes the expansions (Both add-ons and bug-fix/improvements.) So they are being constantly developed. The Sims I do not see this very much.
They don't care. The horse DLC was their last ditch effort to make themselves important before they delve into The Sims 5 and leave TS4 behind. They use horses/ranch themes when they're done with a series of games because they know EVERYONE, regardless of play style, will dive head first into horses. Medieval playthroughs, modern day plays, science plays, you name it--people will jump hoops to get horses in games and it typically keeps us distracted long enough for them to work on the next one. Great in theory, not so great when they literally abandon updates as well.

This is very strange that you get this issue without mods. I know this problem, and it’s caused through various outdate mods (package and script mods). The best would be, that you let the game create a fresh sims 4 folder and test it there again and get sure that you not have some synchro feature active.
How lucky we are that you don’t decision how people allowed to spend their money. If people want to spend their money for EA, then it is so. As long this DLC make somebody happy the money was a good invest for this person.

If you have a rare bug, then no other person will report this so it will not get fixed. How should a development know that this bug exists if it only occurs with a specific DLC-Combo/playstyle? So, it’s important that you report this, as you say you get this in a vanilla game without any Mods/CC.
If somebody can wait or not it’s not your decision. You don’t know in what a situation a person is, maybe the person can’t simple wait because of health problems and want to have a little joy before the pain comes back? Its not your or me case to decision what is important for people. Really, I think many people don’t have any empathy anymore. It’s mostly because I CAN you CAN TOO how dare you are and say you can’t doo this! Living is not so simple.
I am sorry for this rant, but I really dislike such statements. I agree that the quality of most DLC are not worth of full price, but even here is not ME or YOUR job to decision if somebody should spend money for it.
