I have trouble with that myself.
But they can also be all of these other things, like "GreyRomantic" and stuff.
I have found many options, perhaps with one of my many mods, that can some sims never want romance or sex with anyone and other sims want it with everyone.

Looks like you found it but for anyone else curious about this you can set each Sims romance preferences in CAS (Create a Sim) when you select, create, or edit them. Click on the plumb bob in the upper and it's in the right tab of the options that appear.
As shared in this topic previously setting those settings helps but it doesn't guarantee each Sim is going to be attracted to the Sim you want them to be. Sims being attracted to each other romantically is a random chance algorithm just like it is in real life regardless of settings. It seems that way anyway.
I've made Sims purposely to match them up with a specific Sim and it didn't work out. I made a female to marry up to a specific male. She ended up being in a relationship with another female.
I thought they'd fixed this. No? I'd experienced it a while back and had to go through each and every one of my (100+) sims in CAS to sort them out as intended (a hassle but, oh well). I'd used MCCC settings to recognise their orientations then and had no issues after that. Although after this update, I'm not sure what to expect.
