Messed up build mode

every time i go in build mode i get stuck on it, like the music will play and sound effects play aswell but the build menu to pick items does not show and the only way to exit is through closing the entire game. another problem i have is building a sim and when i try to place them in the world it comes up with an error. I might have to check my CC but if anyone has tips, please tell me.

Remove mods and CC, then delete your localthumbcache.package file.

If build mode now works then it's time to go through your mods list for outdated mods.
