I had seen that as well even before you contacted me about this, but this player apparently still has the issue unresolved. Why should I buy the Highschool Expansion pack knowing that I may not be able to travel there due it not showing up on my list of destination worlds? It should already be listed among the locked worlds that I have not unlocked yet, but sadly it has not shown up yet. I contacted someone earlier from the Sims forum and recommended a clean install, but it feels like a gamble to me, because apparently no one has mentioned anywhere to prove that a clean install actually works or not for bringing a missing neighborhood that should appear among the long list of destination worlds.
I'd advise posting in the thread I linked though, click ME TOO on the first post, and describe your issue. It's important to state if you have mods or not. Even if EA doesn't fix it quickly, there are helpful people that often come up with workarounds or tips etc, and you can keep up with that if you read the thread.
If it is mod-related the advise is to update your mods, all of them, unless it's not the mentioned mod in the thread (T.O.O.L.). Not sure why reinstalling the game is needed, could you have misinterpreted what was said on the sims forum?
Remove all your mods and CC then delete the localthumbcache.package file. You MUST delete that file as well when you change your mod loadout or game won't see the changes.
You own game on Steam, so should be doing a file verification through Steam (not through Origin). Rightclick game in Steam library, go to Properties - Local Game Files - and hit "verify integrity of game files".
It took me a little while, but I finally figured out how to very integrity of game files for The SIms 4 on Steam, buy it did not work. Even after all files had been validated the Copperdale neighborhood is still missing. Does anyone for certain if a clean install from reinstalling the game will work in bringing the Copperdale neighborhood to the list of destination worlds?
If temporarily removing the mods does not work then what makes you think it will work this time by udpating? Only my MCCC currently needed an update to the latest version, but I already did that by getting that .2 version instead of .1. Also, I only use four mods with one of which does not need updating (more traits mod) and the other two mods were in direct response to the broken update.

Yes. Temporarily as in removing the mods and not turning them back on yet by first logging in to The Sims 4 without the mods, but it did not work. Even without the mods the new neighborhood is still absent. (Also, the MCCC is obviously the most up to date version, but the other three mods are thepancake-1-MoretraitsinCaS-vf1-1.77.package which does not need updating and two mods that are only very recent from LittleMsSam_RBF for stopping the cellphone change color and the traits buff fix packages which dates from 7/30/2022.)

Says on its mod page the tuning file needs updating. So remove that mod now.

The start a brand new savegame entirely and see if problem still exists.
