I'm afraid that if she wants to continue there are two ways:
1. she buys her own DLC's over time and rediscovers what she lost and eventually gain.
2. she drops what she's doing and uses your computer for TS4.
It would be best she buy her own dlcs in the meantime while she plays from your computer if you can manage it. Also consider the "what if" scenario, that you and she split up, so it's better for you and her that she goes out and buys the dlcs to her base game.
so best thing she gonna have to buy the base game and all dlcs on her account.

You can still play Steam games on your computer in Offline mode. Click on Steam in the upper left hand corner and select Go Offline... When she finishes using your Steam account to play Sims 4, you can go online again on Steam.
My wife plays the Sims 4 this way through my Steam account even though she has her own Steam account. There is no family sharing for EA games on Steam. Additionally, she does not have an EA/Origin account, so she uses my Steam account that is linked to my EA/Origin account on her laptop.
If I try to play anything online on Steam or on EA/Origin on my computer while she is playing a game, including Sims 4, on her laptop using my accounts, then Steam will give me a warning that if I proceed it will stop her game and access. Similarly, EA/Origin will just stop her game without warning.
Otherwise, Steam family sharing works fine with separate accounts, just not for EA games like Sims 4.
