If a sim is added to favorites (counting against your sim count) and you dont want them there, click the heart icon in manage worlds for the family to unfavorite them. This can also be done to make a Played househould count as not played. Keep in mind if you make a household played for even a second they will lose their NPC job, like Pizza Deliverer or Maid.
Thanks. So this means in reference to all unplayed sims and not only just in reference to unplayed sims from your households. I personally do not think that it is a good idea to turn this off for aging then for unplayed sims if it effects everyone else (especially with newborns not aging up on their own). You can for example set lifespan to long instead of short if you want sims from neighborhood stories to age up, but not too fast.
I think that I understand now what you meant by favorited and unfavorited. If I unselect a heart for example the household possibly could move into the other households section where I would not have control of them anymore and they can do whatever they want. This could help a lot actually, because I do not want to have full control over all of the sim families.
