i use a mod that brings the "quiet" lot trait into the game through build mode so i can use it on my sims apartment, that way there is never going to be any further noise disturbances from the neighbours in other apartments.
try run a repair and see if that helps.

I do the same thing for fire. Ctrl + Shift + C fire.toggle false There's nothing to ruin a good cooking date like your stove catching on fire, lol.
After deleting the mods, did you delete the (proper) cache files? I had that sleeping problem this week. However, I _simply_ exited the game, deleted cache files, opened the same file using a different household, did "Save as ..." and renamed my file before going back to the original household that would not sleep.
