Fill empty homes.

I recently started playing again and I can't seem to find the option to fill empty houses. I remember that it existed like a year ago when I was playing on Origin, but now I cant seem to find it.
Any help please?

This changed with the addition of Neighbourhood Stories. You can go in and change move in/move out on Stories. Or, if you're like me, just turn the whole thing off. I'm not interested in Neighbourhood Stories.
