It took me a little while, but I finally figured out how to add MCCC on my game. Contrary to the Sims 3 NRAAS, MCCC uses script mods as well in addition to resource.cgf that are required to be turned on or else the MCCC can not be included for gameplay. It appears similar to NRAAS Master Controller and Story Progression in addition to various other mods. If I were to use only one mod on the entire game I would highly recommend getting this mod for The Sims 4.
