I run a number of different mods that include some extensive ability to access the game in ways the developers tried to stop a while back, one of those is by shift clicking on the mail box and instantly repealing the NAP from there. click the one you want to remove and it will be removed.

Whenever i see free love and especially we wear bags, i immediately kick it out.
best thing to do with NAPs is to make them not occur autonomously. that way they only pass if a played household attempts to cast a vote, otherwise 4 weeks into a save all neighborhoods, even ones with no houses will have 4 in play. You cant delete an active NAP in a neighborhood unless you are on an active residential lot. Owned restaurants, retail stores and vet clinics do not count. I made a storyline out of cleaning up the NAPs once in a save that had them being voted on automatically. I used a rank 10+ vampire politician to go around to each neighborhood (one a week) and get the signatures needed to 'end prostitution in the area' (Like Xautos I hate free love). I actually had fun with it. I set up a Campaign Club and would start the club in the new neighborhood that i had set a up temporary residence in and then it was real easy to get the signatures from the top contributors to my campaign and lots of money. With the shameless traits I would always get a 15-20k simoleans easy from asking for large donations, 'cleaning up the streets isnt cheap' (if you havent played a shameless trait politician try it LOL). After many in game weeks (and automatic NAPs had been turned off) I had cleaned up the streets :) then i cheated to remove the bags on heads NAPs. Certain NAPs like rock your body and mind were really screwing over a retail store one of my families ran in a commercial neighborhood. Always get rid of automatic NAPs, they really do mess the game up.

shift clicking on mailbox does show me extra debug/cheat options, but the nap related options are grayed out, stating "can only vote in home neighborhood".

i just want to disable/change this neighborhood nap.
the nap just doesn't make sense by the game design, as there is no residential lot here or even before, so the nap shouldn't exist at all.

guess i will just live by that out-of-thin-air nap voted by whoever.

So I thought disabling NPC voting in the Game Options would prevent any NAP's from being enacted in all neighborhoods, but my Sim just went to a venue in another neighborhood and all the Sims had those paper bags on their head... wtf. So I guess disabling it only works for the neighborhood that our active household is in? I would prefer that it cover all neighborhoods.

I VERY much want this pack. The solar panels, energy generators, fabrication, candle making, all of this is EXACTLY my play style. But when EA gave us a free weekend of it to see if we liked it, I hated the NAPs. Even with the option to turn it off in the settings, it didn't really turn off at all. And as much as I want the other stuff, I don't want sims with bags, or taking my stuff, or turning community lots into something other than what I wanted it to be.
