New player: How to operate a new restaurant?

Thanks. Do I need to set in land using first? or choose what career it is? or anythings else?
Do i need to download mod?

Only Dine Out DLC is needed to own and operate the restaurant.

once you have it, you have a few lots added to your gallery once you load into the game after buying and downloading the DLC content. the game will inform you of the newly added DLC, once you load a save or a new game, there will be a pop up that will let you place the lot down or you can say no.

you can create your own restaurant as well, just switch the lot to restaurant and build it the way you want. once you built the lot or taken one down from the gallery. from here on the restaurant has settings which you need to adjust so it serves the right type of food and the staff are dressed appropriately.

After this, you can let the game create the NPC jobs to run it the staff and the lot, or you can use one of your sims to buy the lot and you can run it from that sim, however your ability to manage is rather trivial. Mostly because once your hire your own sims with the appropriate skills and levels, the only thing you need to do is make sure the staff are kept happy with social interactions but also to promote the staff as the opportunity arises.

i got all the DLCs. it was a long time sinse I last tried to have a sim owning a resturant.

first make sure theres a restaurant type lot in one of the worlds, if not then either put one down using the library or create your own

then you just click this button and go to wherever the restaurant is and buy it (assuming you got the money for it)

even if one isn't set, and you go into the gallery after entering build mode on an empty lot, you can simply place the lot down and the game will bring up an option of what lot type you want, it's best to pick the recommendation offered, in this case "Restaurant (gallery)".
