Question about Mods

I apologize ahead of time if this sounds like a stupid question, I've never created mods before, but I have downloaded custom created content for Sims 3 in the past.

I'm just wondering if its possible to create a model Sim (full body, skin tone, facial details, etc) in a separate program and then download it into Sims 4? If so, how would I do this? what program, and are there any tutorials on how to do this? I was wanting to make Ninja Turtles characters lol, I think that would be cool and fun. But I can't find any already made mods to install for this. I just don't know how other people make things outside of the game for other players to install.

I wonder if there's a way to make the actual sim like that though, without it being just a costume? 🤔
