Some apartments can produce that smell and same with a rat or bug infestation with easy to spot holes in the wall. your sims can't always get it cleaned and asking the landlord to come over and fix it might be needed.
There is also the lack of decorations that can be an issue in rooms on a lot, a lack of decorations like paintings and other objects that project an environment score can adversely affect a sim, it's a lot more noticeable with snob sims than regular sims as their mood can be clearly affected by it. so make sure you get a lot of money together and generously decorate each room on the lot (and the more expensive the decoration is the more it's gonna score). 12 points in environment per room is usually enough to give the best mood from each sim.
i don't run vanilla any more and as a result my regular sims aren't affected by environment scores, although my snob sims can be and so long as the lot is well decorated enough i won't get complaints from the snob sim in question (and this also includes bathrooms, storerooms and kitchens).
