Game data incomplete?

I originally bought the game on origin and I have two DLC packs. I linked the game through steam to my origin account. When I open my game through steam, I get the message "Game Data Incomplete" as title and then in the box it says "Not all game data could be loaded. The save game references neighborhoods that have been uninstalled or otherwise are no longer available. If you continue playing, you will encounter missing data and may have unexpected results. If you save the game, there will be no way to recover the missing data."

I've tried repairing the steam Sims game in my origin library, and for good measure, I repaired the non steam version too. I've restarted my computer. I still get the message. Within the game, it shows me as owning the DLC packs, but for some reason, they're not accessible

I am a bit late but I had the same problem. I followed what this guide said and it solved the issue for me. Hope it helps!
