How to change mods folder location?

I don't wanna use my document folder.
I want change that like D:drive,steam game folder something.

You can try use symlink.
Copy your Electronic Arts directory from your Documents directory to your D drive (D:\Electronic Arts).
Go to Documents\Electronic Arts and remove The Sims 4 folder
Open Powershell as administrator and type:

cmd /c mklink /D "%USERPROFILE%\Documents\Electronic Arts\The Sims 4" "D:\Electronic Arts\The Sims 4"
