No ultra fast forward?

I click the level 3 fast forward to get past long-term stuff, but instead of going into the ultra hyper fast forward that turns the minutes digit into a blur, it goes into a much slower version that is more like level 2 forward.

I've been trying to look this up and most people on the internet are saying this happens when there are NPC sims on your lot doing things, and the game doesn't want to speed up because it doesn't know what they're going to do...

...but I've checked, double-checked, triple-checked, and quadruple-checked and there are definitely NOT NOT NOT any NPC sims on my lot.

Does anyone know of a fix for this bug?

ultra speed only occurs when all sims on the lot are either asleep or away so if you have a maid or gardener or butler ultra fast speed will not work when you are at work or anything luckily theres a mod that fixes it

i had ultra speed issues in one of the low end apartments in the spice district, it wasn't the jasmine apartment. it is the one behind the Rasoya household that looks over the street behind.

it just wouldn't ultra speed at all and there was nothing slowing it down from happening and with the spice event coming once or twice a game year, it is clear of any distractions.

i read up in a recent patch that was supposed to be fixed.
