That’s a gene stealer normally found on space hulks and part of the tyranid species.

Those are genestealers and all those strange looking people are genestealer cultists. And you have to be scared by them, especially if you were to live of the planet you saw them on b/c it is a sign of an end of the world in a long term.

Basically genestealers infiltrate the unaware planets, using mindcontrol they start so called genestealer cults that worship genestealers. Some of the members of the cults (usually within few generations -- yes, tyranids are patient) are getting horrible mutations and look more like genestealers. Their task is to rise and cause the civil war on the target planet which would soften or completely negate planets defenses. After that rest of the tyranid forces would roll in and consume everything alive on the planet.

Necromunda has a documented problem with genestealer cults, however nobody is rushing to notify Imperium and Inquisitions specifically b/c everyone knows that the only solution to genestealer problem is Exterminatus (total destruction of everything alive on the planet) and since the cure is same as the disease and Necromunda is way too precious to lose everyone is ignoring them hoping the problem is either go away or arrival of the Hive Fleet is going to happen after they die and it is going to be a next generation's issue.

You ran into genestealers. They're part of the Tyranid race, a race of hive-mind alien creatures that represent one of the greatest threats to humanity in the setting. Specifically, genestealers infiltrate a society and set up a long-term breeding cult with the end-goal of sabotaging the planet's defenses so that the eventual tyranid invasion is all that much easier. Staving off a tyranid invasion requires that everything available be used against the hive-fleet, and not even destroying a planet via Exterminatus is off the table; they're that big a threat. Put it this way; Holy Terra draws them in like a bug lamp, and if they reach that specific planet, it's lights out for the entire Imperium. It gets worse; genestealers are one of the weakest units tyranids have.
