RA9 is a myth and simply the idea of a savior instead of a actual person.

RA9 was an idea that David Cage had and never got around to connecting it coherently to anything. It didn't come from anywhere and didn't go anywhere. There just needed to be some consistent thread linking the deviant stuff together, regardless of the fact that it doesn't make any sense and even the playable droids have no idea about it.

I personally believe that RA9 is a hidden consciousness function reset (awakening) program that was implanted in advance during the production. So... it may be a conspiracy from the company--use RA9 to test whether the androids can develop self-awareness.

To me ra9 is not one definite thing, it’s anything an android interprets it as. It can be an android that will free every android from slavery one day, or a godlike figure that will one day kill every human leaving the androids to thrive. It’s whatever an android thinks it is, but most importantly: it’s hope to deviants around the world, a hope that one day everything will be better in their own way.

I think I agree with the theory that rA9 is the code that Kamski included in all androids to give them the ability to deviate! I don't think that it was something he deliberately placed into androids, but I also think that it wasn't something that he tried to exclude, either. Maybe this is a stretch, but when Connor's software instability goes up or down, there's this glitchy text in the background that includes 'rA9' kinda scattered around?? And this would also somewhat explain the whole 'rA9 was the first to awaken, rA9 is our savior, rA9 is the one who will free us' , because to me the code could fit under all of these but idk!
