Why I can't get magazine #35?

I have tired so many times to get magazine #35 but when I pick it up and go to the main menu it's not there. I have tried this also when the police caught me in the motel and when they didn't and I still can't.
Please I need just this magazine to 100% the game

EDIT: I collected the magazine by not skiping chapterd from chapter: "On The Run" to chapter: "Zlatko" and finished the chapter and I got the achievement.
