For some people, game may have problems with new drivers.
For people with 6 or mores cores, recommended lock framerate to 30 Fps.
But for people with 4 core cpu's this method does not help much, the only way is to use old graphics drivers.
EDIT: I did try switching to 30 fps but nothing seems to fix all of it. Not even that laggy overlay.
