Game Can't Hit 30fps on 1024x576 resolution
I can't figure out if the reason for the game running so poorly is because of the game itself, or hardware. The first section with Connor worked really great at Ultra settings 1080p. Then after getting to Markus it totally tanks. Setting the resolution as low as it can go, and the resolution scaling down to 70 I can't even get a steady 30fps and have frame drops. My PC specs are

Intel Core i7-4790k
24GB RAM
AMD Radeon Vega 64
Windows 7 64
And it's installed on an SSD

The recommended CPU is an i5-6600 or Ryzen 3 1200. These are totally still lower compared to my i7-4790k. So it makes no sense

Other people have said they have Windows 7 and it runs well, but I'm not sure if that was just the demo, or the whole game itself. Does anyone have any idea? I'm very confused. Yes a i7-4790k is older, but it is still a great CPU...

Help would be greatly apprerciated

Most modern games require a minimal hardware spec of 6 cores for the CPUs for good performance.

You have a still viable GPU, IIRC that was AMD's answer to the GTX 1070 and slightly out performs it. So my suggestion would be to update your CPU to a 6-core or better choice that your motherboard supports with an acceptable core-clock speed.

Sure you have the FPS limit off or to 60 instead of 30?

Have no problems running this game on my 2nd PC with a 4790K and RX570.

Right. But what I'm saying is that the recommended CPU is an i5-6600 which is a 4 core and performs worse than the 4790k

And no not most modern games. Every game I play I don't have to change from ultra/high. Especially not having to go all the way down to 1024x576 resolution, that seems ridiculous to me. So it doesn't make sense. It's weird

Ya it's set how it should be for this. I'm thinking it has something to do with Software, so I'm going to try a fresh install of Windows and just see what happens. Can't hurt. Like I said it's weird that I was able to play the first part with Connor on Ultra graphics, and then after that, I can't get to 30fps on the lowest possible settings

Your problem is:

You need to upgrade all of those.

The CPU and GPU are very capable, and far above than what is present inside the consoles. So 30fps shouldn't be an issue. The only problem I see is the Windows here.

So after some tinkering, it turns out that this game just does not like the Vega 64 I guess. Because my girlfriend's 1660 with an FX 8350 processor ran very smooth Ultra 60fps. Beats me. It is now working in my machine very well

A known issue in AMD drivers:

-Modifying the HDMI Scaling slider may cause FPS to become locked to 30.

Have you modified HDMI scaling?

The issue was that I couldn't even get to 30fps and stay there unfortunately. But I wouldn't have touched anything like that
