In "GraphicOptions.JSON" you can enable it through changing "HDR: false" and limit frame rate to 144 by putting 4 next to "FRAME_RATE_LIMIT"

Seriously, its 2020. Why do we have to settle for significantly less visual information when today's (dying) consoles can do it with ease? HDR should be standard especially on PC, the higher end of the market. HDR monitors are becoming more common and likely will be the standard in the next couple years, and I'm seeing a lot more PC gamers playing on the couch with HDR TVs. Microsoft and the game developers are both responsible for this ♥♥♥♥, and nobody's calling them out.
