if these texture issues continue, then turn on antisampling, this will fix that issue
(sometimes your gcard will block antisampling, so you should set the gcard to allow the application to chose if it fails )
*make note of settings to reverse them to normal if this fails*
what are your pc's specs?
it sounds like you are either short on RAM or your GPU is short on RAM.
antisampling can be surtn on in the in game graphical options menu, however some have said that after they did theis th problem continues ( however this usually solves the issue ),
if the problem continues then its likely that your graphics card always has antisampling off, so you will need to tell the card to allow the applications to chose,
instructions on how to ddo this are on the internet, i dont know what card you have, nor your setup so i cant give you instructions though :/
*running the game as admin, will usually let the application make the changes :)
*ive only told this fix to users who have this issue in AC Revalations, this fix may not work for GTA
*this fix is for the texture issue, not the issue of not loading past the cut-scene
UPDATE; its "multisampling" sorry, not "antisampling" xD
this may just be a 1st time set up, however it may just be a loading error or something resisting the load, if you havent ran in compatability mode, or admin mode, you should give that a try :)

*adminn mode ;
-go to the GTAlaunch.exe and right click it, launch as admin
(may not be called GTAlaunch.exe, but its something like that, wth in the steam files of the game )
*compatability mode
-right click the launcher ( as mentioned abouve )
-click propertries
-compadability tab
-from here you can choose an OS for the game to run with, if its incorrect, then itl need correcting to the correct one, remember what its on though, if it doesnt work when you change it then change it back )
other than that im unsure how to this issue sorry :/
So to fix this, i'd suggest :
Lower the settings if possible, aim for between 60 and 75% of Graphic memory usage ( it's the gauge in the video options )
Throw away any modded vehicule, sound, peds, models, textures, and the Trainer if you put any. If you didn't, i have no idea. I'm no expert, but if you have the same as i used to have, you don't have enough RAM
