Game not working

I bought the game but that was before I found out the GFWL Marketplaced closed. I decided to not refund it. Unfortunatly Valve won't accept any refunds from the steam store, why would they even continue selling them!?

Here is my question:
I am one of those people who want to make the most out of things they have bought. Any one got any ideas, or did I just waste 20$?

Update LaunchEFLC.exe[4]
Go to <path-to-game>\EFLC
Rename LaunchEFLC.exe to LaunchEFLC.exe.old.
Download the updated LaunchEFLC.exe file http://community.pcgamingwiki.com/files/file/258-grand-theft-auto-episodes-from-liberty-city-updated-launcheflc-binary/ and extract the contents to <path-to-game>\EFLC
Run LaunchEFLC.exe.

-norestrictions -nomemrestrictions -availablevidmem 60.0

write this on your set launch option a properties that bring from steam game library by pressing right mouse on the game if doesn't launch try pushing play until social club page comes out few times to show up. Create account and play

If graphic details doesn't change in graphics option menu try to create a txt new file in eflc folder and write - nonrestrictions inside and name the txt file to commandline.txt

pretty much solved my problem infinity loading screen and game crash like press play and game won't work etc.

Thanks. But after a few hours, I decided to just let it go, although I am sending acomplaint to valve about why they even keep it.

that only works if you bought the game BEFORE the marketplace closed. Buying it afterwards jusut waste ur money.

funny i have it up and running and i purchaset it a few weeks ago i can give you my install of windows marcket place which works for me just ask my skype name in the same as my steam name

Solved it!

I have a windows 8 N version. Needed to install Windows Media Player

GFWL is still working perfectly fine. Only the marketplace was closed but this doesn't affect any in-game stuff at all.

This only brings Social Club log in into life again but game itself never open.

"EFLC FATAL ERROR: Game needs to be launched using LaunchEFLC.exe"
whitch game btw using. Wth is going on? GTA 4 works nice on Local Profile i made(i am unable to log in on windows for game anymore because they say my account is locked or something like that when profile start updating
