2: I have personally never experienced this so it must be a bug. For a quick fix you can go to the cargo tab in the warehouse and transport companies and deselect cannabis. That way at least your warehouses won't get full of weed, I don't know how to stop your plantations from switching over to weed, but you should join the Discord and tell your problem there, as it seems the developers check the Discord more than they check the steam discussions.

the game does push you to max it as you progress with quests for larger amounts in a time frame which you can meet but you can also pick smaller quotas until you can expand to deal with larger amounts.
buildings that are very close to a residence go into legal money mode for me and often one residence is just there for driving money around to the laundry facilities. in the end you need to stop production for a while to not overflow in dirty money or you capture another city to be able to wash even more money there.
Cities are unlimited, but if they get surrounded by blockades, everything you've stored is confiscated.
more to the point; I thought they fixed the issue with farms changing when upgraded? that shouldn't be happening. is your game up to date?
