letting them go buck wild also increases the specific lieutenant loyalty back to half. this of course can include destroying your own building to killing another lieutenant to killing you the capo. the others are basically kidnaping and bank robbery which can include your own cities or fortified enemy cities.
there are ways of increasing it not just when they suggest it you can ask each one for a number of things that will increase loyalty. there are missions and some have sell missions which doubles as extra money for specific exports. you get buffs for good reputation. they do progressively lose loyalty though.
do they have a terror requirement? Terror capos are the most pain in the ass to deal with, they lose allegiance as long as their terror is not in an acceptable range, or if they are maxed and ready to be promoted they lose allegiance, so in the end if you have no way of promoting it will be constant pay buffs. or allowing them to go off for a reset on allegiance.
