Edit: Figured out how to do it, someone in the discord gave the key info on how.
Tank your loyalty to humility or acceptance. That way the city slowly starts to lose control. When it finally does, a gang will swoop in and take it. It'll be a sizable force too, so be sure to pick the city you're fine with losing.
How do you cede a city to rival gangs if there are no rival gangs? You don't. As far as I can tell, I'm soft-locked.
