Issues With Warehouses and Shipping buildings

I took a neighboring region and managed to lay my hands on a shipping port. Yay me! I was originally stuffing opium into veggies and shipping them over via lieutenant but it was a LONG drive and some of my minions were Slow.

I set up an area closer to the port to shorten the ride. I have a warehouse and a shipping building across the street from each other. I have two production buildings (to stuff the opium into the veggies), one on either side of the warehouse. All of this is far enough away that I'm trucking opium and veggies into the warehouse I just mentioned. Both factories seems to be working well.

However, the packaged drugs come out of the warehouse, go into the shipping building, then go BACK into the warehouse! Nothing was heading to the port (yes, I designated it as a destination). It got so frustrating that I paused the shipping building and started an infinite loop from a fast lieutenant to move cargo from the warehouse to the port. Hardly ideal.

Can someone explain to me why my shipping building likes to sit on merchandise please?

is the Port set up to sell the packaged goods?

On the transport company, remove the warehouse as a destination. The only connection that you add should be the seaport.

I found that I had made two mistakes: The warehouse as a destination and that goods will not ship to a location that is paused.

I forgot that I had paused the port because I didn't have anything to ship and I didn't want to spend money to operate it empty.
