Lieutenant Overhaul
At this point I firmly believe the current implementation of lieutenants and cartel hierarchy outlived itself, similarly to research panel, and call for an overhaul.

Bullet points of a new system I propose for this:

1) Assigning lieutenant to branches - production, logistics, security, PR. Each filled position brings you a thematic cartel-wide benefit, so ideally you want every position filled. Lieutenants progress and gain ranks within branches as usual.

ex. +X% production speed per position filled in production, with higher ranks contributing more to this.

2) Personal features w/ scale-ability. Instead of a number of perks, each lieutenant has a couple of benefits and possibly a single flaw that may or may not trigger depending on the place of lieutenant in the hierarchy.

ex. Lieutenant with the "Cocaine dealer" feature gives you +5% smuggling point prices for cocaine at rank 2, 10% at rank 3, and finally 15% at rank 4, provided he's employed in logistics branch.

3) Amount of perks reduced and limited to valuable stuff - things like Deliver become something that every lieutenant has.

4) Lieutenant training? The ability to add a certain perk/feature for a lieutenant at some point after enough xp was accumulated or money was paid.

The new lieutenant screen would work similarly to the research screen, with the ability to move around it.

5) High/low allegiance directly contributes to lieutenant efficiency at a given job - from combat strength to carry capacity to research times w/e.

TL;DR
- lieutenants viable throughout the game
- clear incentive to promote/specialize lieutenants
- no need to assasinate your lieutenants "just because"
- tools for the player to customize his cartel and even create certain "builds"
- clear benefit of maintaining allegiance rather than being punished for it
