No, that's not it - as I said, residence is already full of dirty money. Its within range of laundering buildings that aren't full and trucks are sitting idle.
You need to lower your dirty money income/build more or better laundry points/move money manually by your LTs.
Confirm this behavior. If the resident is linked to Laundry Building [via range or added logistic location] They will start to deliver dirty money in the building to them when that Laundry is like on 10-20% (also those upkeep building in the area that use dirty money) it will then queue the deliver up to 50% of that building.
But most of the time they seem to prioritize on getting more money from source (airport, shipyard.) till max the resident capacity. So planning the flow/logistic is a bit needed or else most of the stuff will run out of money and was forced closed until those van come back and do their job.
Think in future we probably have some threshold setting this? [or it already have and I miss it?]
laundry services should be delivered by the residences first and if laundry's are full the money should be stored in the residence. this really needs to be fixed.
I am also experiencing this and have to get a Lieutenant to move cash from residence to laundries
