otherwise, all the illegal money is stuck at the aerodrome (luckily seaport can store a lot of money)
also building new residence needs legal (clean) money.
and to upgrade the residence to Level 3 needs absurd amount of money
I only have two regions and pay for 75% of my buildings in clean cash, i just dump sea port money into the two citys and take loans every time i can. they repay instanly and you just have to wait again for the next loan
