Upon installing Bully into your new PC, you'll need to first play in a fresh new save on your new PC through the beginning cutscenes until they let you save. After saving into save 1 (I had 0.86% complete after the cutscenes), close your game. Go to your Documents in File Explorer and find the file for bully. There should be something in it called 'BullyFile1'. Assuming you saved it in slot 1 in your old PC, it'll be named 'BullyFile1' in your old PC as well. Just email the old save to yourself, and replace the save in your new PC with the old one from your old PC. Run the game, and it should let you play with your old save on your new PC.
I initially tried placing the old save in the new PC without having any saves at all, but it didn't work. I guess you have to first register that you have a save in your PC before replacing it with the old one in order to be able to load your progress. Hope this helps!
