Audio Levels

I have adjusted audio levels in my settings to 1/10 for music, effects and voices and it still blasts my earphones and speakers, help?!

I have just resolved the problem, anyone having any issues switch the Audio Output to Surround and the levels will correspond correctly.

Yea I've tried nothing seems to work, I think it's the Steam version that is ♥♥♥♥♥♥ up, I need to find my actual disc for this game I remember that not having any problems.

I tried to switch it back and forth between the settings a few times, and suddenly it worked.

I lowered steam's volume to a quarter and left my computer volume maxed, and oddly enough the games audio decreased when steams volume decreased. For whatever reason, it didn't seem like the games volume changed even when i stuck Bully's audio through the system to about like 8, from a scale of 100.
