idk if this is a bad question but i want to mod the game so I can enter all interiors, as well as access different character models. is it possible to mod bully for steam without workshop?

You don't need Steam Workshop to mod a game.
Always look up online to find where the community is established, if there is one.
For this game's case, you can check Bully-Board or NexusMods to start.

I found a mod on YouTube that unlocks the doors , so this might be want you want.
For character models, if you're familiar with the GTA games, it's the same.
Get a tool that can browse .img files like IMG Factory or IMG Tool.
