They put the ability to kiss dudes in the game for player choice. If he liked guys, they would have made him have a bf at some point in the story.

theres more evidence for him being bi (being that kissing boys in the game gives you health) than evidence for him being exclusively heterosexual (there is legitimately no evidence for that, the only thing you really have to go on is assuming heterosexuality is the default which is just untrue)

Of course kissing will give HP, that is a game mechanic.
I don't see a problem with Jimmy being bisexual or not, but maybe this was implemented by Rockstar to give more diversity to the game, since kissing guys requires a little more "effort" than kissing girls and at no point Jimmy shows he likes boys too.
