Hmm...I don't have an Xbox or PS, what if I bought it from Rockstar or Microsoft? (sorry if I sound stupid, I've literally never have bought digital games from anywhere else other than Steam)
I don't think microsoft sells this game at all to be honest. Could be wrong. And Rockstar doesn't really distribute their own games, aside from GTA and GTA 2 which is a free download from their website.
There is no way (to my knowledge) to add achievments to a game.
I would suggest if you like getting achievements to get the game and go for 100 percent completion. Me and a friend just did that. It doesn't take forever, you get to about 70% just by beating the main story and the rest is getting all collectables, getting all articals of clothing, and some other smaller, niche stuff. And if you like you could always take a screenshot of your stat screen after you get 100% and upload it to the profile here on steam. That would probably be the closest thing to a tangeble "achievement".
The original game doesn't have them either. And I just played the PS4 version...the trophies weren't really all that.

What he said. Getting 100% in the game requires a lot more than what the trophies ask for anyway.
