Please note that lots of people with Windows 10 have posted to say they didn't have problems.
Either they're lying or it's luck of the draw.

I've been able to complete the game without any crashes after these changes were made. Follow the steps below for a (potential) fix for Windows 10. Click on the links for reference images.
**Be sure to add "-heapsize 1800000" (without the quotation marks) to the launch options**
**Compatibility Mode**

-Navigate to the folder where your Bully.exe is installed
-Right click on the Bully.exe and select "Properties"
-Click on the "Compatibility" tab and make the following changes:
--Compatibility mode>WinXP SP3
--Settings>Reduced color mode>16-bit
--Run this program as an administrator
-Click "Apply" then "OK"
**Task Manager**
After that is all done, open up "Task Manager" by right clicking on the desktop taskbar.
Once the Task Manager is open, click on the "Details" tab.
LEAVE THIS WINDOW OPEN and proceed to the next steps.
Launch the Bully.exe and allow it to load the title menu.
Use the keystroke combination "Alt + Tab" to switch back to the Task Manager.
**Set priority**

-RIght click on Bully.exe (Task Manager>Details tab) and set priority to "High"
-Accept the changes to proceed
**Set affinity**

-Right click on Bully.exe again (Task Manager>Details tab) and set affinity to only TWO CORES (selecting CPU 1 and CPU 2 have worked for me)
-Click "OK"
You can now Alt + Tab back to your game.
**Note**
I have also disabled Anti-Aliasing and VSync in the display menu (although I do have those settings applied via Nvidia Control Panel). I've read that disabling shadows might also help, but I haven't had any issues keeping shadows on the highest setting.

I've tried many other "fixes", but this seems to do the trick for me. Give it a try and see if it works.
Crashes can happen without editing of compatibility settings, Running as Administor and downloading the OFFICIAL Patch issued by ROCKSTAR GAMES.
Honestly, I don't understand where the Compatibility settings edit came from, it did help, but only for an extra half an hour, Many have been complaning about no patch for the game, but If you just google - Bully Patch, Its the first search that shows up.
Whenever I try to install the Offical patch, it fails.
Yeah, it doesn't work on the Steam edition. Why they have failed to patch the Steam version if a workable patch is available escapes me.

The game is borked for WIn10. Unless Rockstar feels generous enough to allocate some resources to fix this, those of us trying to play on anything newer than Win7 or Vista are screwed.
this pc port is like the xbox version with the extra classes and missions
