Is there a way to get a "shiny" as your starter?

yes, starters have the same odds for potent and perfect as wild coromon, in fact you can see if they are potent/perfect when they are presented to you so you see it before you choose.
You can save before entering the room, that is enough to reload until you get what you want.

One typ though, choose the fast start, if you go through the full training course they will give you an affinity test between your savepoint and seeing your starters and that takes a minute or two.

All starters themselves can also be caught in the wild so if you get frustrated doing rerolls you can always just catch another one later. They only appear in zones pretty late into the game though, so don't expect to see them right away.
