Report a translation problem
They need a potency of 14 or higher (potent starts at 17), the likelihood for any buzzled to be 14 and above is 20.05%. That means roughly every 5th buzzlet you encounter counts.
Just catch every single one, then release the ones below 14.
Additionally If you do find whatever you want, save right afterward. The game will remember how much time you have remaining on the Potent Scent so you're free to reload as many times as you want.
Anyhow, I found out I was just unlucky, Buzzlet #228 and #232 were potent, although a disappointment since I was still using a potent scent and they were only 17,,,
When I made the first post, I wondered whether unlike other Coromon, potents had the same color since I couldn't find one.
Play until you get the means to travers water, then return to the island and go to the laboratory where all the buzzlets are (where you got the quest). There should be water access with a cave entrance in the buzzlet enclosur.
Surf into the cave and find an item that will automatically display the potency for coromon upon encounter. (I believe for standart coromon you have to click on their name to see potency)
Wish I thought of that before I spent the time hunting down wild potent buzzlets.
So I just had to GUESS a Standard Buzzlet had 14+ in Potential points...

Buzzlet Delivery is a quest started and finished in the Buzzlet Lab. It can be started by speaking to Nikola after you have defeated Voltgar the Titan. If Voltgar is not defeated, he will explain that you must go get the Titan Essence first.
After the quest is started, you must head to Thunderous Cave, Woodlow Forest or Woodlow Harbor and search for 4 Buzzlet that are potent level 15 or higher. Using a Potent Scent and Potential Reader is very helpful on this quest. Once you have captured all 4 Buzzlet with a potential value of 15 or higher (you can increase the Potential amount in the Coromon center's top floor on Donar Island), go back to Nikola and speak to him.
