It looks like it's icon is over pawbury but i cant figure out what area in the town it spawns. anyone found it yet?

Found one inside the church catacomb place. Left of the mansion.

Its there but its the rarest mon there. If you train there long enough you find one. I got lucky and found a potent Pyrochick the first time I ran into one there. You best believe I made sure to catch it

Is it available everywhere in the dungeon or are there specific places in the dungeon that it is restricted to?

I found them! i found them specifically in the room before the room that has a long bridge leading up to the door to the room with the portal.
