Did you miss the earlier post? You can get them only when you learn to swim.
There are Taddle in Radiant Park. They are in the water, which is only accessible by using surf. Surf is acquired later in the game so you can only access the Taddle in Radiant Park later in the game but it IS there which is why it's listed.
Battled who? The trainer requesting to see a Taddle? I'm not sure if you even need a Taddle to battle them honestly, I responded with "No" because I didn't have one yet so I didn't fight them until I had one from Soggy Swamp. If you're able to battle them without one then I'd say the quest is done either way. Not sure if you lose out on the reward by not having a Taddle, if it is possible to battle them without one.
