Report a translation problem
to solve this you need to enable Direct play inside Legacy Components in windows 10.
To do this open control pannel > Programs and featurs > Turn windows features on or off.
Within there you will see Legacy Components which contains the option for direct play.
Once this is installed the game still wont load because it only supports 16Bit colour - which windows 10 does not natively allow you to use. So forget about opening GTA 2 from steam.
You need to navigate to the location GTA is installed which on my system is "C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto 2" but on yours it could be different. Use the steam client to find yours...
Within the GTA 2 install directory locate both Executables. GTA Manager and GTA, on both right click and select compatability, within there you have the option to "reduce the colour mode" change it down to 16Bit and the game should run.
On my system im not sure if its another issue or not but I needed to run in window mode not full screen.

Then either that folder or file is read only or it's missing, just verify your steam cache for GTA2 and then make sure the folders and files are not locked. Google if you need to find out how, because I'm not going to explain to a PC user how to use a PC.
Exterminator, i tried what you suggested and i got further along then just messing around myself. My new issue is that i have everything the same for GTA2 and the manager but not i get an error message that says "videomode 16x16x16 is not avaliable". Any ideas? i have windows 10 but i installed it from a disc from back in the day.
