If you want steam version of the game - you need find traders, that have steam gift "GTA Complete Pack".

Rockstar provided GTA and GTA 2 for free, here:

Then you can add them on your Steam Library.

But if you want to have the official "Steam version" (the one who appears on your profile and account) you need to buy a "Grand Theft Auto (GTA) Complete" Steam key. There are sites and people who sell a key, so with that key you can add the complete GTA franchise from GTA to GTA V (all 9 games). Even if you already have purchased one of them.
