[Solution] Error 0xc0000022
Control Panel -> Programs and Features -> Turn Windows Features on or off -> Checkmark the Legacy Components (DirectPlay).

Thanks for sharing this. Same fix is required for original Grand Theft Auto (GTA1) to work on Windows 10. Spend hours trying to debug this one just to stumble upon this simple solution.
